What counts as a milestone unlock?

Named rewards — spells, abilities, recipes, shortcuts and the level 99 Skillcape. Each Skill also has a passive bonus that scales every level (for example, Mining critical hit chance); we summarise that as a single row with every level it covers.

Is the Skills data kept current?

Yes — this data is reviewed and updated as the game changes. The list page shows the patch and last-reviewed date at all times.
